Notice of Intent to Issue a Purchase Order to California Analytical Instruments

The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH)/National Personal Protective Technology Laboratory (NPPTL), Pittsburgh PA, hereby announces its intent to issue a purchase order to California Analytical Instruments (CAI) for: 2 Model 1314 Photoacoustic Multigas Monitors, 4 Optical Filters (UA0980 for MMA, UA0976 for NH3, UA0980 for MMA & UA0978 for NH3), 4 Initial Calibration charge w/two-point span, 2 Specialty Gas Procurement Fee and Freight. The CDC/NIOSH/NPPTL Standard Test Method requires equipment that must match/incorporate into the existing equipment and software of the Laboratory Respirator Protection Level (LRPL) Test. These Instruments are used as detectors to test filters/respirators as required as part of the respirator certification program mandated in 42 CFR Part 84. Based upon its market research, CDC/NIOSH/NPPTL is unaware of any other compatible products that meet the technical requirements of this procurement and are specified by the NIOSH NPPTL standard test method as required equipment for LRPL Test. This project is supported by justification for other than full and open competition to Control Analytics, Inc./California Analytical Instruments, under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with California Analytical Instruments, 1312 West Grove Avenue, Orange CA 92865) as the only source and a purchase order will be issued without any additional notices being posted.
