The Food and Drug Administration plans to award a sole-source contract to the Henry Jackson Foundation (HJF) to conduct research involving human test subjects with Traumatic Brain Injury (TBI) sustained through Armed Services. HJF, located in Bethesda, Maryland, is uniquely positioned to manage this research due to its exclusive partnership with the Uniform Services University of the Health Sciences (USUHS). This relationship enables HJF to cover salaries, equipment, and experimental costs for the USUHS laboratory where the studies will occur. The contract falls under the North American Industry Classification System code 541380, and the decision to award without competition is authorized under FAR 6-302-1, as HJF is considered the only responsible source capable of fulfilling the requirements. Though this notice is not a solicitation for competitive bids, other firms interested in providing similar research services are invited to submit written notifications outlining their interest and capabilities by a specified deadline. The FDA will use these responses to decide whether to proceed with a competitive procurement. The contract specifically relates to research on the application of somatosensory evoked potentials to diagnose mild TBI, adopting a translational approach. Inquiries and notifications can be directed to the Contract Specialist Linda Troutman via email.
