Notice of Intent to Issue a Sole Source Contract for Compositional Analysis Testing of Animal Food Products

The Food and Drug Administration (FDA) intends to issue a sole-source single award IDIQ contract to Covance Laboratories, Inc. The anticipated contract is a logical follow on to contract HHSF223201310014I for compositional Analysis of Animal Food Products. Contract HHSF223201310014I is to perform compositional analysis on samples supplied by FDA based on a specified analysis and testing methods, due to an increase in the number of consumer complaints regarding an animal food product related to pet illness. The compositional analysis testing of animal food products (treats) to clarify the exact amounts of certain ingredients, and how the ingredients is related to toxicity. The FDA is expanding the testing efforts due to some of the past testing demonstrated possible ingredient mislabeling. Award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements using Simplified Acquisition Procedures per FAR Part 13.5. This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement within seven (7) days after the publication of this synopsis, which will be considered by the agency. Responses received after seven (7) days or without the required information may not be considered. A determination by the Government not to compete as a result, of information received is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
