The General Services Administration's Public Buildings Services in the National Capital Region plans to issue a sole source contract for Commercial Facility Management (CFM) services at the Alcohol, Tobacco, Firearms and Explosives (ATFE) Building in Washington, DC. This contract is intended to cover a three-month period from February 1 through April 30, 2011, with two additional two-month option periods available. The need for this sole source award arises from the upcoming expiration of the existing contract on January 31, 2011, combined with the ATFE's stringent security requirements, which prevent sufficient lead time for a competitive procurement without risking a lapse in critical facility services. The contract extension aims to ensure uninterrupted operation and high-level service continuity by bridging the gap until a new contract can be awarded. The contractor will be responsible for comprehensive building management services, including operations, mechanical maintenance, janitorial work, elevator maintenance, snow removal, energy management, parking and loading dock management, and overall quality control and engineering of the facility and grounds. The selected firm must provide all necessary labor, materials, equipment, and supervision. Potomac Services, Inc., the incumbent contractor, is positioned to continue performing these services given their familiarity with the facility and current high-level security clearances. The contract is being awarded under the authority that permits other than full and open competition due to unusual and compelling urgency, ensuring no disruption occurs in the essential operations of the ATFE. Although this notice does not constitute a request for competitive proposals, capable sources may submit their qualifications for consideration by the agency.

Full Description

The General Services Administration (GSA), Public Buildings Services, National Capital Region, Washington, DC intends to issue a sole source contract in accordance with FAR 6.302-2 for a 3-month performance period from February 1, 2011, through April 30, 2011, with two 2-month option periods. The current contract, set to expire January 31, 2011, provides Commercial Facility Management Services (CFM) for the Alcohol, Tobacco, Firearms and Explosives (ATFE) Building located at 99 New York Avenue, NW Washington, DC 20002. While GSA believes it may post a combined synopsis and solicitation for this requirement as soon as mid-January 2011, ATFE's stringent security requirements do not allow sufficient time for GSA to procure these services without encountering a lapse and/or impairment of services. Therefore, this sole source extension is necessary to bridge the gap between the current contract and the new award, thereby ensuring the overlap of contract performance required for the achievement of a smooth transition and continuous high-level service. Description of the work to be performed: The contractor is to furnish all material, labor, equipment, supervision and services necessary to perform full CFM for a six (6) month period, inclusive of the aforementioned options, for the ATFE Building. The contractor will be responsible for full building management services and is fully responsible for the management, customer service, operation, mechanical maintenance, janitorial services, elevator operations and maintenance, snow removal, energy management, management of parking facilities, loading dock, trash facilities, utility systems and quality control and engineering of the facility and of the associated grounds with all necessary labor, materials, supplies, technical support and value engineering. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(2) as cited in FAR 6.302-2, "Unusual and compelling urgency." This extension is issued to facilitate continuation of services. A lapse in service will have a highly detrimental effect on the ability of the ATFE to provide its services to the public. This extension will provide services without disruption for the operation of the ATFE Building by a firm that holds current high-level security clearances and that is also familiar with the complexity of the facility and the equipment. Potomac Services, Inc. is the incumbent CFM contractor and is fully capable of continuing to perform for the additional 6-month performance period. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, all responsible sources may submit a capability statement, proposal or quotation which will be considered by the agency. Such submittals shall be transmitted via e-mail to Jerome Lofton at Jerome.lofton@gsa.gov and Aisha Massac at aisha.massac@gsa.gov.
