Notice of Intent to Issue a Sole Sourced Award

The USDA Forest Service intends to award a sole-source, firm fixed-price, indefinite delivery/indefinite quantity contract to Altinex, Inc., a registered small business, on or about October 15, 2026. This procurement, conducted under the authority of FAR 6.302-1, is for the acquisition of an estimated 220 units of The Rookie RS-13021 Dual Electric Hose Roller and associated parts. These units will support the National Interagency Support Cache by replacing outdated gasoline-powered models used for cleaning up deployed hoses during wildfire incidents and prescribed burning. The contract structure includes a base year with four additional option years. The award is based on the determination that Altinex, Inc. is the only responsible source capable of meeting the agency's requirements. The RS-13021 model was developed through a Cooperative Research and Development Agreement between the USDA-FS, the National Technology and Development program, and Altinex, Inc., and is subject to shared intellectual property protections and a pending patent. The design has been approved by the National Wildland Coordination Group and the National Fire Equipment System subcommittee. Price reasonableness will be determined by the Contracting Officer using an Independent Government Cost Estimate and historical pricing data, which indicates an average unit price of approximately 11,000 dollars.
