The U.S. Army Corps of Engineers plans to award a firm fixed price contract on a sole source basis to Noble Consultants, Inc. to complete the remaining 40% of the design work for a flood risk management project related to the Coyote Creek and Berryessa Creeks flood control effort, originally authorized by Congress in 1990. This contract stems from a prior task order under an IDIQ contract, which only resulted in a 60% design package due to funding and contractual challenges. The upcoming work includes preparing design submittals at the 90%, 95%, and 100% stages, addressing various review comments from multiple agencies and stakeholders, providing bid support, reviewing as-built plans, and preparing an Operation, Maintenance, Repair, Replacement, and Rehabilitation Manual. This notice serves primarily as a market research tool to identify other qualified sources capable of performing the work, though the Government intends to award the contract solely to Noble Consultants. Responses from interested parties will be accepted within 10 days but this is not a request for competitive proposals, and the Government is under no obligation to pay for any submissions received. The action aims to correct an internal administrative oversight and ensure transparency while completing the design work required to move forward with the flood control project. The place of performance is Novato, California, and inquiries can be directed to the designated Contract Specialist via email or mail.

THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to award, on a sole source basis, a firm fixed price contract to Noble Consultants, Inc. The contract is required for completion of the remaining scope of work defined in the task order (W912P7-10-D-0002-0016), issued to Noble Consultants, Inc. This task order was issued under a properly synopsized and competed IDIQ contract. Through the issuance of the task order, Noble was required to perform specific and specialized engineering services in support of a single-purpose flood risk management project that is an element of the Coyote Creek and Berryessa Creeks flood control project authorized by Congress in 1990. Due to a combination of funding and contractual issues, the previous task order resulted in the accomplishment of a 60% design package. This action is identified solely as a means to complete the remaining 40% of the design. In the interest of transparency and to prevent any continued actual or apparent irregularities, the Government is pursuing the action identified herein to correct an internal administrative oversight. The work will consist of the completion of the remaining 40% design effort and will include: 1) Preparation of design submittals (90%, 95%, and 100%); 2) Addressing review comments (Agency Technical Review, Independent External Peer Review, Safety Assurance Review (Type II), BCOES review, and Union Pacific Railroad review); 3) Bid support; 4) Review of as-built plans; and 5) Preparation of OMRR&R Manual. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 10 days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Submit any inquiries within 10 days of the posting of the notice of intent via email: Fernando.Garcia@usace.army.mil (list W912P7-15-N-0001 in the subject line of the email) or mail to U.S. Army Corps of Engineers, ATTN: Fernando Garcia, 1455 Market Street, San Francisco, CA 94103.

Project Management and Technical Oversight SupportThe contract is for Project Management and Technical Oversight Support under a subcontract arrangement, aimed at delivering technical and administrative assistance related to reporting, scheduling, and coordination efforts with the U.S. Army Corps of Engineers within an IDIQ task order framework. The work will focus on ensuring seamless alignment with USACE requirements through structured project oversight, data management, and timely communication channels. The North American Industry Classification System code 541611 indicates that the services fall under Management Consulting Services, suggesting a primary emphasis on advisory and operational support rather than direct construction or engineering execution. The contract was posted on June 17, 2026, and is administered by the W075 Endist San Francisco office under the Department of Defense, though specific performance locations, point of contact details, and set-aside classifications are not provided. There is no defined place of performance listed, indicating potential flexibility in where the work may be performed, possibly including remote or distributed operations. The absence of a solicitation number suggests this may be a follow-on or non-competitive subcontract under a broader existing agreement. The contract's structure implies ongoing support duties tied to multiple task orders, requiring adaptability, compliance with federal reporting standards, and consistent collaboration with a major federal agency.
