Notice of Intent to Negotiate a Non-Competitive Contract Modification

USAID/El Salvador intends to modify its contract with Palladium International, LLC, extending the Economic Competitiveness Activity by sixteen months and increasing the total estimated cost by $3.84 million. This modification narrows the contractor's responsibilities to focus specifically on supporting the H-2 visa program component, which aims to foster economic growth and job creation by providing legal employment pathways for potential irregular migrants through temporary jobs with U.S. firms. Other elements of the original contract will be phased out as part of this adjustment. The continued support under this extension aligns with USAID's Country Development Strategy goal of reducing irregular migration by enhancing income opportunities for those at risk of migrating without authorization. Palladium International will collaborate with the Government of El Salvador and relevant U.S. interagency partners—including the Departments of State, Homeland Security, and Labor—to expand H-2 labor deployment and contribute to advancing U.S. foreign policy objectives. The contract modification reflects a strategic emphasis on legal labor mobility and economic competitiveness within the region.
