USAID/Afghanistan hereby provides notice of its intention to modify Contract No. AID-306-C-15-00005 in order to increase the TEC by approximately $4.5 million and extend the period of performance from July 30, 2020 to March 31, 2021. Under this proposed modification, the Contractor will continue supporting 16 subnational administrations in Afghanistan, as well as the Independent Directorate of Local Governance, Ministry of Finance and Ministry of Economy through the Initiative to Strengthen Local Administrations (ISLA) Activity. ISLA's purpose is to strengthen the subnational government system in Afghanistan to enable the Government of the Islamic Republic of Afghanistan (GIRoA) to improve provincial governance in the areas of fiscal and development planning, representation of citizens, and enhanced delivery of public services. ISLA's four components are: (A) Provincial Planning, (B) Sub-National Institution Building, (C) Inclusive Advocacy, and (D) Public Engagement. The extension will allow the Contractor to complete activities in the 16 participating provinces to ensure sustainability of the gains that have been made so far. The activities to be completed are not new; they are in line with the current scope of the contract.
