The US Army Medical Research Acquisition Activity, representing the US Army Medical Materiel Agency, seeks to procure eight Neonatal/Pediatric ICU and Transport Ventilators (Bio-Med Model 2200BEC) equipped with Air/O2 Blenders. These ventilators are intended to augment existing equipment used with incubator systems and must be fully compatible in terms of functionality, consumables, and maintenance. The procurement is planned as a sole source contract awarded to Bio-Med Devices, Inc., a small business located in Guilford, Connecticut, under the authority of FAR 6.302-1(a)(2)(ii), citing the need to avoid significant duplication of costs and unacceptable delays associated with competitive procurement. This acquisition is a follow-on contract for specialized medical equipment, and the contracting authority is issuing a notice of intent rather than a solicitation. While the government intends to award the contract solely to Bio-Med Devices, other firms believing they can supply the required equipment within the necessary timeframe are invited to submit written notifications to the contracting officer within ten calendar days of the notice publication. Submissions must include detailed evidence demonstrating their capability to meet the demands within the specified timeline. However, the government retains full discretion to proceed with the sole source contract if no adequate responses are received.
