Pursuant to Executive Order 14423, the National Aeronautics and Space Administration is seeking information to establish the United States Space Academy (USSA), a NASA-led civilian Federal academic institution. The Academy is designed to integrate technical education with leadership development and public service to prepare a diverse pipeline of aerospace professionals, including scientists, engineers, astronauts, and civil servants. This Request for Information (RFI) invites each state to submit one official, Governor-endorsed response through a designated Responding Entity to help NASA assess potential locations and operating solutions. The primary objectives of the RFI are to identify a permanent campus location with a groundbreaking target of no later than 2027, develop interim solutions to begin instruction by 2028, and explore estimated establishment costs and potential non-Federal partnerships. NASA will evaluate submissions based on compliance and the likelihood that the proposed solution enables the effective and efficient creation of the Academy. Responses must be submitted as searchable PDF files by November 16, 2026. This RFI is for planning and evaluation purposes only and does not constitute a procurement solicitation or a binding commitment.

Full Description

The U.S. Army Corps of Engineers intends to negotiate an operational lease with the Rector and Visitors of the University of Virginia, an agency of the Commonwealth of VA for approximately 168,000 square feet of Class A, multi-use, fully constructed and built-out finished building space, and approximately two (2) acres of paved parking to include all physical security enhancements required per current federal regulations. The purpose of the lease is to support the United States Army's Judge Advocate General's Legal Center and School's mission-specific requirement for educational and other unique space.
