The United States Army Contracting Agency at Yuma Proving Ground intends to negotiate an eighteen-month extension of its existing contract with EC III LLC on a sole source basis. This contract, currently designated as DAAD01-99-C-0003, supports a broad range of non-personal services essential to the US Army Yuma Proving Ground's test mission. These services include the operation and maintenance of electronic, optical, geodetic, metrology, simulation, computation, automation, weapons, ammunition, fleet vehicles, and range communications, along with technical, engineering, and data collection support. The extension period is set from June 1, 2008, through November 30, 2009. The contract extension is necessary to allow the government additional time to develop and finalize its acquisition strategy and to process a follow-on procurement. Because this is a sole source extension, there is no solicitation for competitive proposals. This decision ensures continuity of critical operational and test support services during the transition period. Inquiries regarding this contract extension are directed to the designated point of contact at the Directorate of Contracting in Yuma, Arizona.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
