The U.S. Environmental Protection Agency (EPA) plans to negotiate a sole-source contract with URS Federal Technical Services, Inc. to extend existing support services for the EPA’s National Vehicle Fuel Emissions Lab (NVFEL) in Ann Arbor, Michigan. The contract, titled "Support Services for Vehicle & Engine Testing" (EP-C-07-050), will provide an additional 4,700 labor hours to extend the current agreement by two months, moving the expiration date from February 28, 2013, to April 30, 2013. URS is expected to assist with a range of activities related to the EPA’s vehicle and engine emissions programs, including import program support, defect report tracking, voluntary emissions recall reporting, and in-use compliance and evaluation testing across various vehicle and engine types such as light-duty vehicles, heavy-duty trucks, and nonroad engines like lawnmowers and marine equipment. The EPA considers URS uniquely qualified for this task due to its thorough knowledge of the current contract, equipment, facilities, and data associated with ongoing projects critical to meeting EPA deadlines. While this is a sole-source negotiation, other firms are invited to submit technical documentation within 15 days of the notice’s posting if they believe they can meet the requirements; however, the EPA retains complete discretion on whether to proceed with competition or sole-source award. The anticipated date for contract award is February 15, 2013. This action is being conducted under the authority of FAR 6.302-1, which allows sole-source procurement when only one responsible source is available.
