The NRC intends to negotiate and award a purchase order to Gartner, Inc. under the authority of FAR 13.106-1(b) (only one source being reasonably available) for a one-year subscription to access to Gartner's TalentNeuron and related support services. The period of coverage will be October 1, 2019 through September 30, 2020. Based on the NRC's recent market research, the NRC has identified the Gartner TalentNeuron online portal as the only commercially available solution that can reasonably satisfy the NRC's strategic workforce planning requirements. By acquiring access to the Gartner TalentNeuron portal, the NRC can efficiently and effectively obtain real time labor data set that includes continuous data collection, statistical insights and predictive analysis on market talent, location, and competitive intelligence to support the NRC in making prudent workforce planning decisions. Also of value to the NRC is that TalentNeuron portal provides historical hiring information to identify where talent is easiest or most difficult to hire; follows universities to track where people are graduating from, by occupation and demographics (including diversity), analyzes salaries so that the NRC can ensure that it is offering competitive salaries; and provides the ability for the NRC to obtain specific adhoc reports to support NRC requirements.
