Notice of Intent to Sole Source The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39710 intends to solicit and award a fixed price requirements, sole source contract to Northrop Grumman (NG). The purpose of the order is to obtain refurbishment of 15 Small Digital Voice Switch (SDVS) parts for five AETC bases. This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13.5. Other than full and open competition is authorized pursuant to FAR 6.302-1(a)(2)(iii). Past history of SDVS refurbishments has demonstrated that this work is a sole source requirement. This sole source requirement is supplied by previous sole source contracts for SDVS with NG. The Government plans to replace the systems at the five AETC bases. It is not feasible at this time to purchase a new system as there would be substantial costs associated with the replacement of all SDVS and possibly incur unacceptable delays in the fulfillment of the requirement. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Amy Davis, Contract Specialist, amy.davis.18@us.af.mil and Contracting Officer, Thomas Buena at thomas.buena@us.af.mil no later than 2:00 PM CST 15 May 2020. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
