The qualification process is estimated to cost approximately 10,000 dollars and take 1,465 days due to the complexity of the transmitter. While full qualification is generally required for contract eligibility, waivers may be granted to sources that have previously supplied the item to the government or OEM, or those qualified to provide similar assemblies or previous dash numbers of the same part. Technical data for the transmitter includes a comprehensive Repair Data List featuring schematic diagrams and test specifications for various subassemblies, such as the high voltage power supply and RF monitor. The Department of Energy (DOE), Consolidated Service Center - Oak Ridge (CSC-OR) intends to execute a sole-source purchase order to relocate the WARS Core System to other sites under the authority of FAR 6.302-1,41 USC 253(c)(1), to L3Harris Technologies, Inc., 221 Jefferson Ridge Pkwy, Lynchburg, VA 24501-6952. Due to the fact that an extended warranty and maintenance agreement is already in place with L3Harris on the equipment, use of any other company for relocation of the system will void the existing warranty. Therefore, this action will result in a firm-fixed priced, sole source award to L3Harris Corporation. The period of performance will be September 27, 2023 - September 12, 2025
