​​The Defense Health Agency Contracting Activity (DHACA) in Fort Detrick, MD intends to negotiate on a sole source basis (IAW RFO 12.102(a)) with QIAGEN LLC, 19300 Germantown Road, Germantown MD 20874-1415, as the only responsible source that can provide preventive maintenance and repair services for QIAGEN Laboratory Equipment.  This is a Presolicitation notice in accordance with RFO 5.101.



The information provided by QIAGEN, LLC is the only source that provides DHACA with preventive maintenance and repair services for QIAGEN Laboratory Equipment used at the Defense Centers for Public Health (DCPH) to support the mission of DCPH - Aberdeen (DCPH-A) Laboratory (LAB).  These instruments are highly complex optimized instruments to support the Emerging Biological Threats (EBT) Branch and the Vector Borne Diseases (VBD) Branch in the LAB for the analysis of potential hazardous threats to the warfighter within the environment, specifically within wastewater, and to support military personnel with rapid diagnostics and treatment for tick-borne pathogens.  



The DCPH-A, Laboratory Sciences (LS) Directorate equipment maintenance services for QIAGEN instruments ensure they are kept operable in accordance with manufacturer specifications and that the instruments perform in accordance with DCPH-A quality performance standards.  These instruments require Original Equipment Manufacturer (OEM) trained service technicians with demonstrated technical competence.



This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 811210 with a Small Business Size Standard of $34,000,000. This presolicitation notice is not a request for competitive proposals and no solicitation document exists for this requirement. However, any parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  



Based on the above information, the only technically acceptable subscription can be provided by QIAGEN, LLC.
