The United States Air Force intends to award a sole-source, firm-fixed-price contract to CAE USA Inc. for the acquisition of an FAA Level D certified 747-8i Full Flight Simulator to be installed at Joint Base Andrews. This simulator will include a 6-degree-of-freedom motion platform, advanced visual and sound systems, and an exact replica of the 747-8i cockpit. The contract covers site survey, procurement, delivery, installation, operational hardware and software compliant with cybersecurity standards, as well as initial support, maintenance, spare parts, software updates, and comprehensive training and courseware. The anticipated delivery and installation timeline is 24 to 36 months, followed by a support period of 12 to 18 months. The sole-source nature of this procurement is justified by the fact that CAE is the only manufacturer worldwide capable of providing a commercial Level D certified 747-8 simulator, as confirmed by extensive market research and a Sources Sought Notice issued in December 2025. Using a third-party integrator is considered too risky for cost, schedule, and mission readiness. Although this notice is not a request for competitive proposals, capable sources may submit capability statements by June 17, 2026, for consideration in potential future procurements. The contract is executed under authority permitting sole-source awards when only one responsible source exists, and the relevant justification and approval document will be available publicly after contract award.

1. Statement of Intent & Authority

The United States Air Force (USAF), AFLFMC/WVB intends to award a sole source, firm-fixed-price contract to CAE USA Inc. (CAE), Orlando, Florida, CAGE: 1FNV1. This action is being executed under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

2. Description of Requirement

AFLCMC/WVB has an critical, urgent, and mission-essential requirement for one (1) dedicated, commercial, FAA Level D certified 747-8i Full Flight Simulator (FFS) to be located at Joint Base Andrews (JBA). The procurement includes:

  • Site survey and facility evaluation.

  • Procurement, delivery, and installation of the FFS (including 6-DOF motion, visual system, sound system, and exact 747-8i cockpit replica).

  • Operational hardware, software, and cybersecurity compliant with DoDI 8500.01/8510.01 and applicable AFI/DoD Manuals.

  • Initial support and maintenance, including spare parts and software updates.

  • Initial training, courseware, and flight instruction.

The Government intends to procure this requirement using Commercial procedures in accordance with RFO Part 12.

Period of Performance (PoP): Delivery and installation is estimated at 24-36 months from contract award, followed by a 12-18 month support and maintenance PoP.

3. Justification for Sole Source

CAE is the only responsible source capable of fulfilling this requirement. Extensive market research, including a Sources Sought Notice (SSN ID: F4FDWL-26-R-0001) posted in December 2025, confirmed that CAE is the sole manufacturer of commercial Level D certified 747-8 simulators globally. Procuring through a third-party integrator poses unacceptable risks to the program's cost, schedule, and mission. By utilizing the only proven Original Equipment Manufacturer (OEM) of the 747-8i FFS, the Government mitigates the risk of significant schedule delays, increased lifecycle costs, and critical gaps in mission-essential training. In accordance with RFO 6.305, the Justification and Approval (J&A) document supporting this sole-source action will be published to SAM.gov within 14 days after contract award.

4. Demonstration of Capability

This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
