The U.S. International Trade Commission (USITC or Commission) intends to solicit on a sole source basis for Advisory Services from Professor Robert Feenstra, 2400 Rivendell Lane, Davis California 95616, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Commission anticipates awarding a Purchase Order, labor hours, on a sole source basis, to, Professor Robert Feenstra for the purpose of obtaining Advisory services for the model development involving the welfare impact of trade policy. Professor Fenestra�s assistance will be needed to construct a state-level gravity equation model and associated database, with a focus on empirical estimates of the welfare impact of changing trade polices at U.S. state level. The anticipated period of performance for this award is one year, October 1, 2022, through September 30, 2023, not-to-exceed 215 hours. Robert Feenstra is the C. Bryan Cameron Distinguished Chair in International Economics at the University of California: Davis. Professor Robert Feenstra is uniquely qualified in this area because he developed the methodology of estimating accurate elasticities using a non-homothetic gravity equation system, and then creatively the elasticity estimates to study the welfare impact of changing trade polices at U.S. regional level, which has rarely been studied. This announcement is not a request for competitive proposals. A solicitation will not be available for this requirement. The intent of this announcement is for informational purposes only. However, any information received within five days after the posting date of this notice will be considered by the Government.
