The United States Coast Guard plans to award a firm-fixed price sole source contract for the procurement of two AFT Boat Handling Systems to support the National Security Cutter program. The systems include three folding boom cranes, each capable of lifting up to 15,400 pounds in Sea State Level 5 conditions, and are designed to operate two cranes in tandem to lift the Long Range Interceptor-II, which weighs over 19,000 pounds. This contract will be awarded exclusively to Appleton Marine, Inc., the original equipment manufacturer, to ensure consistency with existing systems on the cutters, thereby avoiding duplication of costs and preventing unacceptable delays. This acquisition is conducted under a non-competitive justification citing the unique capabilities and continuity requirements, consistent with federal regulations that allow sole sourcing when only one responsible source can fulfill the agency’s needs. Although not a request for competitive proposals, the Coast Guard invites interested parties with the ability to meet the requirements to submit information within fifteen days to aid in determining potential future competition. The award decision remains solely at the government’s discretion, and submissions should be directed to the designated contracting officer and specialist.
