The primary objective is to return these units to a Ready for Issue (RFI) condition. The contractor is granted Internal Review Board authority for minor non-conformances, while the government retains formal Material Review Board authority for as-is dispositions. Packaging and marking must comply with MIL-STD-2073 and MIL-STD-129, with specific requirements for CONUS and OCONUS shipments and electrostatic discharge protection per ANSI/ESD S20.20-2021. The Regional Contracting Office - Wiesbaden, acting on behalf of the 214th AVN REG, intends to award a Firm Fixed Price sole source contract to Universal Avionics Systems Corporation for the annual database subscription update of the UNS-1D Flight Management System used in UH-60 Black Hawk aircraft. This procurement, identified by solicitation number PAN409-17-P-016616 and NAICS code 334511, is valued at 43,000.00 dollars. The award is justified under FAR 13.106(b) and FAR Subpart 13.1 because Universal Avionics Systems Corporation is the original manufacturer and the sole source for the proprietary navigation data necessary to maintain airworthiness and ICAO compliance. The place of performance for this contract is HHC, 1-214th Avn Regt, Unit 29231 APO 09096. This action was processed as a notice of intent to award a sole source contract, meaning it was not a request for competitive quotes. The government determined that competition would not be advantageous given the proprietary nature of the required updates. All administrative inquiries regarding this acquisition were directed to Contract Specialist Gerd Rittweiler of the 409th Contracting Support Brigade.
