Notice of Intent to Sole Source The Office of Personnel Management (OPM) intends to issue a non-competitive award that will result in the issuance of a fixed-price contract to Bloomberg Government. Pursuant to FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Please see the attached document titled - Soliciting from a Single Source Documentation for details on the nature of the product being acquired. The North American Industry Classification System (NAICS) Code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 1,000 employees. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All parties interested in this procurement must submit a capability statement no later than August 23, 2022 by 10am EDT. Detailed capabilities statements must be submitted to Kerry-Ann Nakouye (kerryann.nakouye@opm.gov). Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is at the sole discretion of the Government. System for Award Management (SAM) is required prior to execution of award. If no responses are received, it is Government's intention to issue an award to Bloomberg Government.
