The U.S. Navy’s NAVSUP Fleet Logistics Center San Diego plans to award a sole source contract to Cox Communications for continuous commercial cable television and broadband internet services at Naval Amphibious Base Coronado, specifically in Buildings 11 and 14. The contract includes a 12-month base period running from August 11, 2026, through August 10, 2027, with four additional 12-month option periods available. Cox is the incumbent provider under a prior contract and maintains the existing telecommunications infrastructure, which is privately owned and fully operational. Transitioning to a new provider would require extensive new infrastructure installation, equipment replacement, network reconfiguration, and testing, resulting in significant cost duplication and unacceptable delays that would disrupt mission-critical operations, situational awareness, and administrative functions. The decision to proceed without competition is justified under FAR provisions that permit sole sourcing when only one vendor is reasonably available to meet the requirement without causing undue burden or risk. This notice does not constitute a solicitation and no formal request for proposals will be issued, but interested parties may submit capability statements by the July 22, 2026 deadline for consideration—though any submission must prove the ability to replicate service seamlessly without incurring prohibitive costs or disruptions, given the incumbent’s proprietary infrastructure. The government retains full discretion to proceed without competition based on the information received.

NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to award a Sole Source contract to Cox Communications (Cox California Telcom L.L.C.) in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a) Restricting competition and RFO 5.101 Presolicitation Notice, as only one source is reasonably available to fulfill this requirement.

Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC) requires continuous commercial cable television (CATV) and broadband internet modem services at Naval Amphibious Base (NAB) Coronado, Buildings 11 and 14. This sole source requirement is for a 12-month base period (August 11, 2026, through August 10, 2027) with four (4) 12-month option periods.

Cox Communications is the incumbent provider of these commercial cable television and broadband internet services under purchase order N00244-21-P-0445. The existing services utilize Cox-owned telecommunications infrastructure that is currently installed, configured, and operational. Transitioning to another provider would require engineering surveys, the installation of new telecommunications infrastructure, replacement of existing customer premise equipment, network reconfiguration, and extensive testing. A continuation of services with the incumbent provider avoids a substantial duplication of cost to the Government that is not expected to be recovered through competition and mitigates unacceptable delays and operational disruptions to mission-essential operations, situational awareness, and administrative support.

This Notice of Intent is not a request for competitive quotes or proposals. No formal solicitation or RFQ will be forthcoming. All responsible sources may submit a capability statement, quotation, bid, or proposal, as appropriate, which will be considered by the agency. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

Special Note to Interested Parties:

The current commercial telecommunications infrastructure at NAB Coronado Buildings 11 and 14 is owned by the incumbent contractor. Any capability statement or submission must explicitly demonstrate how a third party could legally, technically, and seamlessly install parallel infrastructure and transition these continuous services without causing unacceptable delays, operational disruptions, or substantial duplication of costs to the Government.
