NOTICE OF INTENT - SOLE SOURCE ORDER


 86614626R00003 - Comprehensive Congressional News, Analysis, and Legislative Tracking Subscription


The U.S. Department of Housing and Urban Development (HUD) will award a sole source contract to CQ Roll Call, Inc., to provide the Office of General Counsel (OGC) Comprehensive Congressional News, Analysis, and Legislative Tracking Subscription services for information and analysis of changes to laws, regulations, administrative, and judicial decisions.


The authority permitting sole source acquisitions is FAR 13.106-1(b)(1) and RFO FAR 13.101(b).


DESCRIPTION
The contract objective is to provide the Department of Housing and Urban Development, Office of General Counsel (OGC) with online access to a comprehensive, real-time, and reliable source of Congressional News, Analysis, and Legislative Tracking to effectively support the Department of Housing and Urban Development’s (HUD) mission. The subscription must provide an integrated service that combines legislative tracking, regulatory monitoring, news coverage, policy analysis, and proprietary data tools in a single platform. This award will be a 12-month base year plus four 12-month option years.

Minimum Requirements:
The unique and minimum requirements for this acquisition include:
1. Online access to a comprehensive, real-time, and reliable source of Congressional News, Analysis, and Legislative Tracking.


2. Integrated subscription service that combines legislative tracking, regulatory monitoring, news coverage, policy analysis, and proprietary data tools in a single platform. 


3. Access to congressional and federal agency tracking tools, bill and regulation monitoring, appropriations analysis, and policy forecasts relevant to housing, community development, and federal budget matters impacting HUD. 
4. The service shall include nonpartisan news coverage, proprietary datasets, and analytical tools that enable OGC staff to generate reports, set customized alerts, and access interactive dashboards.


5.  Integrated platform that consolidates news, data, analysis, and stakeholder directories in one secure online service accessible to authorized HUD staff. 


6.  Capability to consolidate policy intelligence, data visualization, and stakeholder directories in one secure, authoritative source. The Office of General Counsel relies on this consolidated and exclusive capability to provide accurate, timely, and comprehensive policy information in support of HUD’s communications and mission requirements.


7. The subscription shall also include technical support and user assistance to ensure continued accessibility and functionality throughout the period of performance for 7 users.


THIS IS NOT A SOLICITATION. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than Tuesday, April 28, 2026, at 2:00pm EST. Responses shall be submitted on to CPOFTW@hud.gov.

Responses shall include, at a minimum, the following information:


1. The name of your company and address;


2. Company UEI No.


3. POC name, email address and telephone number.


4. The respondents shall provide information that will satisfy the requirement that includes specific product(s) and services that your company offers that fulfil the same function as the items to be included on this order or evidence that your company can provide a renewal for the specific items mentioned above.  You must list numbers 1 – 7 above in the minimum requirements and provide specifics on how your company can provide the services in accordance with the Description and all minimum requirements.

It is your responsibility to demonstrate how your product(s) and services can provide the same data and functionality that exists with the services provided by CQ Roll Call, Inc.    You must demonstrate you have similar services that will meet ALL of the minimum requirements. 


The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.


A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer.  The information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement.
