The Office of the Comptroller of the Currency (OCC) plans to award a Blanket Purchase Agreement (BPA) on a sole source basis to The Risk Management Association (RMA) for an online credit diagnostic tool. This tool is intended to evaluate the skills of credit examiners, providing guidance on proficiency levels and necessary bank supervision training in credit and credit analysis. The assessment tool will support the OCC’s eMentor Resource Service, enhancing their ability to monitor and develop examiner competencies. The contract period is set from September 30, 2021, through September 29, 2022. This award is conducted under FAR Simplified Acquisition Procedures and justified by a determination that only RMA can meet the agency’s requirements. While this is not a solicitation for competitive quotes, the OCC will consider responses from other responsible sources within seven days of the notice if they provide compelling evidence of their ability to fulfill the requirements. Any such responses will only influence whether the OCC opts for a competitive procurement instead of proceeding with the sole source award. The place of performance is Washington, DC, and Karen Green is the designated point of contact for this procurement.
