The US Army Corps of Engineers, Jacksonville District, plans to negotiate a sole source purchase order with Geosystems, L.P. for technical assistance in evaluating a constructed cutoff wall demonstration section at the Herbert Hoover Dike near Lake Okeechobee, Florida. This is a notice of intent, not a solicitation or request for proposal, reflecting the intent to award noncompetitively due to the unique qualifications of Geosystems and Dr. Donald Bruce. The demonstration involves constructing a 500-foot section of cutoff wall using the Trench Cutting & Remixing Deep Wall Method (TRD), which will undergo thorough technical evaluation to ensure it meets critical requirements like permeability and strength before proceeding with the remaining 3,500 feet of construction. The sole source determination is based on Dr. Bruce’s unmatched expertise, including over 30 years in drilling, grouting, cutoff wall construction, and deep mixing, alongside his extensive local knowledge of the project site. The contract supports the need for superior diagnostic and expert evaluation services critical to the safety and technical success of the project, given the complex nature and potential risk factors involved. The North American Industry Classification System code for this effort is 541330, with a size standard of $4.5 million. The Corps has stated that awarding the contract to any other source would hinder the ability to acquire necessary technical information without delivering cost savings, and responses to this notice are sought only to determine if a competitive procurement is warranted.

Notice of Intent to solicit a single source – Fish and Macroinvertebrate (Nekton) Monitoring (St. Johns River)
Solicitation # W912EP-27-Q-1CTH
The U.S. Army Corps of Engineers, Jacksonville District, intends to award a sole-source contract to the Fish and Wildlife Research Institute of the Florida Fish and Wildlife Conservation Commission. The project focuses on nekton monitoring within selected zones and tributaries of the Lower St. Johns River in Northeast Florida. This effort is categorized under NAICS code 541620 for Environmental Consulting Services and is designed to assess the ecological impacts of a 2022 channel deepening project that increased the river depth to 47 feet to accommodate larger vessels for the Jacksonville Port Authority. The primary objective is to evaluate how changes in salinity and water quality resulting from the deepening affect the spawning, recruitment, and population dynamics of commercially and recreationally important species, such as blue crab, white shrimp, and red drum. Monitoring will specifically target critical habitats between river kilometers 14 and 48, as well as areas upstream of Julington Creek, to determine if shifting salinity gradients are impacting nursery habitats or resident freshwater species. This long-term sampling will provide the necessary data to gauge the overall environmental effects of the channel modifications on the estuary's nekton assemblages.
