Full Description
The Department of the Air Force, Air Force Test Center (AFTC), 412th Test Wing, intends to negotiate and award a sole-source Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to L3 Technologies, Inc. (L3T) (CAGE: [13923).
This acquisition will provide continued, uninterrupted procurement of National Security Agency (NSA) Type 1/High Assurance Device (HAD) secure telemetry products. These Government-Off-The-Shelf (GOTS) products, accessories, and associated engineering services are essential for encrypting and protecting classified and sensitive flight test data in transit for the Department of the Air Force, Missile Defense Agency (MDA), NASA, and other Major Range and Test Facility Base (MRTFB) joint mission partners.
The anticipated contract will consist of a five (5) year base ordering period and one five (5) year option period, with a total estimated ceiling of $95.8M.
Statutory Authority
This action is being executed pursuant to 10 U.S.C. § 3204(a)(1), as implemented by the Revolutionary FAR Overhaul (RFO) framework (formerly FAR 6.302-1), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Market research and the Justification and Approval (J&A) approved on 20 May 2026 confirmed that L3T is the only source that possesses the proprietary data rights and the requisite NSA Type 1 certifications for this specific class of telemetry hardware required to meet the Government's stringent security and schedule requirements.
Notice to Interested Parties
This notice of intent is NOT a request for competitive proposals. A competitive solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the Response Date listed above.
Any capability statement must explicitly demonstrate the firm's ability to provide products that already possess NSA Type 1 certification and fully integrate with the existing proprietary TSP infrastructure without unacceptable delays or duplication of cost to the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
