I. OVERVIEW & INTENDED SOURCE


HQUSOCOM intends to award a sole-source, firm-fixed-price contract under the authority of RFO Part 12 (Acquisition of Commercial Products and Commercial Services) and RFO Part 13 (Simplified Acquisition Procedures).

 II. REQUIREMENT DESCRIPTION


This acquisition is for IT Professional services support for SOCOM HQ. The proposed effort is composed of Esri’s Advantage Program - IT Professional Services for ArcGIS Enterprise with a combination of both on-site and local support.


Total Estimated Value: $249,782.56


Period of Performance: September 16, 2026 - September 15, 2027


Place of Performance: MacDill AFB, FL


III. SOLE SOURCE DETERMINATION & RATIONALE


The Government intends to solicit and negotiate with only one source under the authority of RFO 13.106-1(b)(1). ESRI is the only source capable of satisfying this requirement because:


  • Failure to award this action directly to ESRI will result in severe operational disruption to SOCOM's geographic situational awareness. Utilizing non-certified third-party contractors introduces significant technical risk, potential system incompatibility, and would void enterprise support agreements, ultimately delaying mission-critical intelligence-sharing capabilities. 

  • ESRI is the sole source for ESRI Advantage Program services. These services require intimate knowledge of the customer’s ArcGIS install base, customer GIS requirements, and provide corporate planning services. Expert installation, configuration, and workflow of intricate ArcGIS products requires the insight that only ESRI can provide about their own products

This notice is not a request for competitive proposals or quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.


Capability statements must demonstrate clear, unambiguous expertise and the immediate capability to deliver the exact services described above without causing unacceptable delays or proprietary integration failures.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
