Full Description

The Federal Communications Commission (FCC) intends to purchase the 2170B Antenna Mast on a sole source basis from ETS Lindgren, Inc. The required service covers the period of July 1, 2015 - October 2015 and the antenna mast is required to perform 9 kHz or 1GHz Open Air Test Site (OATS) emission testing on test devices subject to the Commission's emission requirements. A new requirement to add the antenna mast to already existing ETS Lindgren antennas will fulfill the related technology evaluation and scientific study duties outlines in 47 CFR 0.31(a) and (c). This effort will have a three-month period of performance, and a total contract value of $27,535.00. This notice of intent is not a request for proposals or quotations. The authority for negotiating on a sole source bases is made under FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 334515. Any challenges to this sole source requirement must be received by July 30, 2015, NO later than 2:00pm ET Washington D.C. local time, in writing, and sent to timothy.smith@fcc.gov to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
