The Air Force Test Center at Edwards Air Force Base intends to award a Firm-Fixed-Price sole source purchase order to S3 Aerodefense for four Champion Aerospace 28VS50Y-30 Aviation Power Converters. This procurement is for the F-16 FINS project and is restricted to this specific model to ensure a direct drop-in replacement that meets exact form, fit, and function requirements, thereby avoiding costly structural and wiring modifications to the avionics bay. The solicitation, numbered F1S0AY6191A001, is conducted under the authority of 41 U.S.C. 1901 for acquisitions at or below the Simplified Acquisition Threshold. While the government intends to negotiate with a single source, other responsible firms may submit capability statements or quotations by August 17, 2026, provided they can prove their product is an exact equivalent through detailed mechanical drawings, pinout configurations, and MIL-C-7115F certifications.

11. Description:
The Air Force Test Center (AFTC), Edwards AFB, CA, intends to award a Firm-Fixed-Price (FFP) Sole Source Purchase Order to S3 Aerodefense (CAGE: 4GPC1) for four (4) Champion Aerospace 28VS50Y-30 Aviation Power Converters.

This action is conducted under the authority of 41 U.S.C. 1901, as implemented by RFO FAR 12.102(a), which authorizes restricted competition for acquisitions valued at or below the Simplified Acquisition Threshold (SAT) when only one source is reasonably available. This notice serves as a combined synopsis/solicitation for commercial products in accordance with RFO Part 12. A separate written solicitation will not be issued.

Requirement Baseline:
The F-16 FINS project requires a Commercial Off-the-Shelf (COTS) direct drop-in replacement for the inactive military power supply. To prevent cost-prohibitive structural and wiring modifications to the F-16 avionics bay, the procurement is restricted to the Champion Aerospace 28VS50Y-30.

Market research dictates this is the only known commercial unit providing the exact Form, Fit, and Function (F3) equivalent, specifically:

  • Form: Strict compliance with the 9.5" x 4.6" x 4.2" F-16 avionics bay envelope.

  • Fit: Native integration with the existing legacy MS27472E16B8P receptacle.

  • Function: Fully compliant with MIL-C-7115F power conversion, ripple, and surge tolerances.

Instructions to Industry:
This Notice of Intent is NOT a request for competitive quotes. The Government intends to solicit and negotiate with only one source.

However, any responsible firm that believes it manufactures a COTS product meeting these exact F3 specifications may submit a capability statement or quotation prior to the closing date. Generic marketing material will be discarded. To be considered, submissions must include detailed mechanical drawings, pinout configurations, and MIL-C-7115F testing certifications proving the unit is an exact drop-in equivalent.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.

PLATE, STRUCTURAL, AIRCR
Solicitation # SPE4A7-26-T-625Y
The contract solicitation SPE4A7-26-T-625Y seeks ten structural aircraft plates identified by NSN 1560-01-250-7269 for delivery to the Royal Thai Air Force Armament Supply Depot at Don Muang Air Base, Thailand, within 20 days after award. The item is subject to stringent technical and quality requirements drawn from the DLA Master List of Technical and Quality Requirements, with compliance mandatory for both manufacturers and non-manufacturers. Packaging must adhere to MIL-STD-2073-1E at Level B using packaging code Q and type BL, with preservation requiring cleaning and drying per code 31, while marking follows MIL-STD-129 with physical identification required per RQ017 though Item Unique Identification is waived per customer request. Export control is a critical constraint as technical data associated with this item is subject to ITAR or EAR regulations, restricting disclosure to foreign persons and requiring contractors to hold a valid US/Canada Joint Certification Program certification, complete DLA-specific training, and receive explicit approval to access restricted data. Inspection and acceptance occur at origin by the Government, supported by sampling standards including MIL-STD-1916 and ASQ Z1.4 with zero non-conformances expected, and quality systems must align with SAE AS9003 or tailored ISO 9001 requirements. The contract mandates compliance with federal regulations including FAR and DFARS clauses governing changes, inspection, subcontracting, cybersecurity, trafficking in persons, employment eligibility, sustainable procurement, and hazardous material labeling, all under deviations tied to 2026-00038. Electronic invoicing is required via Wide Area WorkFlow with no paper submissions accepted, and payment processing relies on designated DoDAACs referenced in the resulting award. Offerors must be registered in SAM.gov with a valid Unique Entity Identifier and disclose socioeconomic status and potential conflicts of interest, particularly regarding former DoD officials and covered telecommunications equipment. Submission must occur electronically via DIBBS by the August 13, 2026 deadline, and while the contract type is not explicitly stated, its reliance on fixed-price clauses suggests a firm-fixed-price structure, though no unit or total pricing is available in the provided documentation.

PANEL, STRUCTURAL, AI
Solicitation # SPE4A7-26-T-621Y
The contract solicitation SPE4A7-26-T-621Y calls for the procurement of one structural aircraft panel, item number 1560-00-878-4444, from Lockheed Martin Corp, identified by CAGE code 98897, to be delivered to Robins Air Force Base, Georgia, within 93 days of order issuance, with a need ship date of November 15, 2026. The item is subject to stringent technical and quality mandates referenced through R and I codes from the DLA Master List of Technical and Quality Requirements, including physical identification of bare items per RQ017, though Item Unique Identification is not required. Cybersecurity compliance is enforced through CMMC Level 2 certification, and the contract incorporates DFARS 252.225-7048 for export control, classifying the technical data as subject to ITAR or EAR, restricting access to contractors approved under the US/Canada Joint Certification Program who have completed required training. Packaging and marking must comply with MIL-STD-129, ASTM D3951 for non-hazardous materials, and FED-STD-313 for hazardous substances, with adherence to DLA Packaging Requirements RP001 for palletization and shipment. Inspection and acceptance occur at origin, governed by zero non-conformance acceptance criteria under MIL-STD-1916 or equivalent sampling plans, and quality systems must align with SAE AS9003 or ISO 9001. The contractor is required to use WAWF for invoicing, and all personnel must meet employment eligibility verification requirements. Special provisions include mandatory representation of small business status, compliance with trafficking in persons and equal opportunity clauses, and handling of hazardous materials in accordance with OSHA’s Hazard Communication Standard. The contract is structured as a simplified acquisition with potential for automated award under an LPTA model, though pricing has not been submitted. Delivery is FOB origin, and failure to comply with any of the cited technical standards, cybersecurity, export control, or packaging requirements may result in non-acceptance. The contract also includes DFARS clauses related to NIST SP 800-171 assessments, safeguarding government information, and whistleblower protections, reinforcing the need for robust internal controls and compliance systems.
