Posted Date: May 10, 2013 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: May 20, 2013 2:00pm EST. In accordance with FAR 13.106-1(b)(1), the U.S. Environmental Protection Agency (EPA) Office of Research and Development, intends to award a sole source fixed-price purchase order to Life Technologies Corporation to purchase Various supplies in support of MERB research. The justification is as follows: Life Technologies is the only company who sells the exact products. (see attached quote). The products are already being used in ongoing studies so there is a need to purchase more to finish the studies and maintain quality control. If asked to order reagents from another company, there is no way to know if the ingredients are the same as they are not fully disclosed by the company. If laboratory results are not as expected then there is no way to know if its due to the change in reagents or another factor. The need to eliminate as many variables as possible is very important. In order to maintain the integrity of the studies, the requirements office needs to have t his order placed through Life Technologies. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
