Commander, Navy Installations Command is seeking market intelligence through a Request for Information to modernize its existing pension and case management system, currently known as CRIMS, by identifying viable Commercially-Off-The-Shelf solutions that can replace legacy infrastructure with a secure, scalable, and automated web-based platform. The goal is to develop a Rough Order of Magnitude estimate for costs, timeline, and level of effort required to implement and migrate to a new system that must meet FedRAMP Impact Level 4 authorization standards, either as a SaaS or PaaS offering hosted in a government-accredited cloud environment such as CNIC’s N9 GovCloud, or deployed within an approved government infrastructure. Respondents are expected to provide architectural and implementation consulting services that align with existing business processes and future state requirements, including integration with SAP HR, payroll, and financial systems, the development of a CNIC self-service portal, and adherence to strict security protocols such as Okta-based identity management, Multi-Factor Authentication, and Single Sign-On capabilities. The solution must ensure compliance with federal retirement laws, IRS regulations, and Social Security offset calculations while safeguarding Personally Identifiable Information. The U.S. Department of Justice, Drug Enforcement Administration intends to award a sole source purchase order to Carahsoft Technology Corps for an annual software license to support the Sothern Cone Region, Technical Operations Group. All communication regarding this posting shall be in writing and be received by the archive date of this notice effective 11/19/2020 @ 10:00 am EST. Point of contact is Alicia Jones, email alicia.l.jones@usdoj.gov. The proposed purchase order is for supplies and services for which the Government intends to solicit and negotiate only with Carahsoft. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (Feb 2007) Contract Terms and Conditions-Commercial Items and 52.212-5 (Apr 2008) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items.
