The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center, intends to award a sole-source, firm-fixed price contract to Environmental Synectics, LLC for continued support of the Environmental Management System Support (EMSS) Formerly Used Defense Sites Chemical (FUDSChem) data processing system. This contract covers data management tools, patches, upgrades, user support, and training for the FUDSChem system, which plays a critical role in storing, analyzing, and reporting chemical data under the Defense Environmental Restoration Program for Formerly Used Defense Sites (DERP-FUDS). Environmental Synectics is uniquely qualified to maintain uninterrupted service during an interim period caused by regulatory changes and additional market research delaying the follow-on EMSS III contract award. Their familiarity with the system, necessary security clearances, and technical expertise ensures continuation of operations without delays or duplication of effort while USACE completes acquisition planning. The FUDSChem system facilitates environmental remediation efforts by handling diverse chemical and munitions data, ultimately submitting validated information to the Enterprise Chemistry system, the official repository behind the government firewall. This support effort demands specific expertise in environmental consulting and restoration services, classified under NAICS code 541620, with a total small business set-aside status. The notice is not a solicitation for quotes nor does it guarantee contract award but seeks industry input by the June 15, 2026 deadline to determine the potential for competitive procurement. Respondents are required to provide SAM registration confirmation, entity identifiers, business type classifications, contact details, and any relevant pricing information to assist the government’s decision-making process.

The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this synopsis in order to publicize its intentions to execute one sole-source, firm-fixed priced contract award to Environmental Synectics, LLC for data management tools and support services, such as patches and upgrades, user support, and training for the EMSS FUDSChem data processing system. In accordance with (IAW) RFO 6.103-1(c)(2)(ii) supplies and services may be deemed as available from only one source when awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in unacceptable delays in fulfilling the agency's requirements. Due to unforeseen circumstances, to include regulatory changes implemented in the RFO and the need for additional market research, additional time is needed to award the follow-on EMSS III contract. Environmental Synectics is capable of providing uninterrupted services during this interim period without substantial duplication of cost or unacceptable delays and possesses knowledge, system access, security authorizations, and technical familiarity necessary to maintain operations while USACE completes acquisition planning, prepares solicitation documentation, and awards the follow-on EMSS III contract.

The USACE Environmental & Munitions Center of Expertise (EM CX) requires data management tools and support services, such as patches and upgrades, user support, and training for the FUDSChem data processing system which is a browser-based application for the purpose of storage, analysis, and reporting of FUDS chemical data. This requirement falls under the Defense Environmental Restoration Program – FUDS (DERP-FUDS). Technical expertise and knowledge in environmental remediation and restoration is required to support the continuing maintenance and development of FUDSChem. The FUDS Program performs environmental sampling, chemical analysis, and munitions and explosives of concern investigations at FUDS to direct clean-up decisions and planning for properties and projects. The data, inclusive of location data, field and laboratory data, and Military Munitions Response data, may be processed and reviewed via the FUDSChem system which is external to the government firewall and accessible to contractors. Upon government acceptance and approval of data managed in FUDSChem, final data packages are submitted to the Enterprise Chemistry (EChem) system located behind the government firewall which acts as the official repository of the final chemical data for FUDS. The mission of this work effort is to supply data of a known quality to EChem.
