AI Contract Overview
The United States Army Corps of Engineers, Huntsville Engineering and Support Center, intends to award a sole-source, firm-fixed priced contract to Environmental Synectics, LLC for continued support of the Environmental Management System Support for Formerly Used Defense Sites Chemical (EMSS FUDSChem) data processing system. This system is a browser-based platform used to store, analyze, and report chemical and munitions data collected from remediation sites under the Defense Environmental Restoration Program — FUDS. The services include data management tools, patches, upgrades, user support, and training, all critical to maintaining uninterrupted operations while the agency finalizes planning for the follow-on EMSS III contract. Environmental Synectics is the only vendor with the necessary technical expertise, system access, security authorizations, and institutional knowledge to ensure seamless continuity without duplication of cost or delay, particularly given recent regulatory changes and the specialized nature of the system. The FUDSChem system processes environmental sampling data, laboratory results, and munitions response information, which is later validated and transferred to the government-controlled Enterprise Chemistry system as the official data repository. The work supports environmental cleanup decisions and requires deep familiarity with both the system and federal environmental restoration protocols. The procurement falls under NAICS code 541620 for Environmental Consulting Services with a $19 million small business size standard and is designated as a Total Small Business Set-Aside. Although this notice is not a solicitation and does not obligate the government to award a contract, responses are being accepted until June 15, 2026, and must include SAM registration, UEI, relevant credentials, point of contact information, and business size and ownership status. All submissions must be on company letterhead and will be evaluated solely to determine whether a competitive procurement should proceed.

Full Description
NOTICE OF INTENT TO SOLE SOURCE - Notice of Intent to Award a Sole Source procurement for Environmental Management System Support (EMSS) Formerly Used Defense Sites Chemical (FUDSChem) support services.
The United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) is issuing this synopsis in order to publicize its intentions to execute one sole-source, firm-fixed priced contract award to Environmental Synectics, LLC for data management tools and support services, such as patches and upgrades, user support, and training for the EMSS FUDSChem data processing system. In accordance with (IAW) RFO 6.103-1(c)(2)(ii) supplies and services may be deemed as available from only one source when awarding a follow-on contract for the continued development or production of a major system or highly specialized equipment and, for DoD, NASA, and the Coast Guard, for the continued provision of highly specialized services, would result in unacceptable delays in fulfilling the agency's requirements. Due to unforeseen circumstances, to include regulatory changes implemented in the RFO and the need for additional market research, additional time is needed to award the follow-on EMSS III contract. Environmental Synectics is capable of providing uninterrupted services during this interim period without substantial duplication of cost or unacceptable delays and possesses knowledge, system access, security authorizations, and technical familiarity necessary to maintain operations while USACE completes acquisition planning, prepares solicitation documentation, and awards the follow-on EMSS III contract.
The USACE Environmental & Munitions Center of Expertise (EM CX) requires data management tools and support services, such as patches and upgrades, user support, and training for the FUDSChem data processing system which is a browser-based application for the purpose of storage, analysis, and reporting of FUDS chemical data. This requirement falls under the Defense Environmental Restoration Program – FUDS (DERP-FUDS). Technical expertise and knowledge in environmental remediation and restoration is required to support the continuing maintenance and development of FUDSChem. The FUDS Program performs environmental sampling, chemical analysis, and munitions and explosives of concern investigations at FUDS to direct clean-up decisions and planning for properties and projects. The data, inclusive of location data, field and laboratory data, and Military Munitions Response data, may be processed and reviewed via the FUDSChem system which is external to the government firewall and accessible to contractors. Upon government acceptance and approval of data managed in FUDSChem, final data packages are submitted to the Enterprise Chemistry (EChem) system located behind the government firewall which acts as the official repository of the final chemical data for FUDS. The mission of this work effort is to supply data of a known quality to EChem.
