Full Description

This procurement is for online access to JSTOR journal collections Arts & Sciences I, II and VII and the Biological Sciences Archive Collections. The following specifications are required for a vendor supplying JSTOR journals: a) Online access to the JSTOR Arts & Sciences I, II and VII and the Biological Sciences Archive Collections. b) Furnish support staff for IP modifications and other technical issues pertaining to website/database. c) Make available usage statistics. d) Material must be full text, including photographs, images, tables, graphs, etc. e) Provide access to purchased archive collection (if applicable). f) One (1) website database supplying right of entry. g) Access will be provided to the US Army Corps of Engineers - Rock Island District, 1500 Rock Island Drive, Rock Island, IL, 61201. h) Access shall be available to the Rock Island District on or about 01 January 2013 and will expire on December 31, 2013. The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Repsonsible Source and No Other Supplies or Service will Satisfy Agency Requirements. USACE intends to enter into a frim fixed price contract with BioOne. The NAICS Code is 511120 with a size standard of 500 employees. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however any vendor that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Information must be received by close of business December 21, 2012. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
