Notice of Intent to Sole Source for S&P Global Energy's Regional Integrated/North America and Clean Energy Technology services. In accordance with Revolutionary FAR Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to S&P Global Energy for a one-year subscription (10/01/2026 – 09/30/2027) of Regional Integrated/North America and Clean Energy Technology services. This access features analysis and data on market fundamentals, policies, and changing customer demands and is critical to NETL’s Strategic Systems Analysis and Engineering mission. This access also provides insight on technology, cost and pricing trends impacting global renewables development and will help inform NETL’s strategic decision-making on its research and technology programs. This is considered a sole source to S&P Global Energy because to the best of NETL’s knowledge, S&P Global Energy is the sole provider of this Regional Integrated/North America and Clean Energy Technology service. No known potential alternate sources exist which could satisfy NETL’s requirements. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on September 16, 2026. Responses must be submitted in writing to the Contract Specialist, Arturo Manantan, via email at arturo.manantan@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
