Full Description

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(2) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6565 Surveillance Loop, Aberdeen Proving Ground, Maryland 21005 intends to award a sole source, firm fixed price contract to Spectral Evolution, 26 Parkridge Road, Suite 104 in Haverhill, MA 01835, to provide one (1) RS-8800 Remote Sensing Bundle (instrument with accessories) for the United States Army Aberdeen Test Center. Only the Spectral Evolution's RS-880 remote sensing instrument/bundle provides the necessary capability to be able to directly and in real-time view the exact area that measurements are being taken from which is critical in documenting and analyzing testing events. Spectral Evolution is the only manufacturer that provides an instrument that can perform the mission-critical field applications in remote sensing that meets the specific technical requirements, system configurations, data manipulations, report formats and system compatibility characteristics required by ATC. No other instrument solution can meet the Government's need without unacceptable delays in fulfilling the requirement and/or substantial developmental costs. The associated North American Industry Classification System (NAICS) code 333314 - Optical Instrument and Lens Manufacturing and the business size standard is 500 employees. Posting date of this requirement is 6 August, 2021. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government's intent to award on a sole source basis the required supplies.
