THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government intends to solicit and award a sole source Purchase Order for a Counterbalance (CB) Forklift Simulator to integrate with the existing system, under the authority of FAR 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441826Q0072.


The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a Purchase Order to SIMFORMOTION LLC. The CB Forklift Simulator provides prisoners with uninterrupted, high-demand vocational training while maintaining maximum security within the facility. This simulator eliminates interruption of training when mechanical issues or inclement weather occurs, and includes an integrated OSHA safety course. NAVCONBRIG already successfully operate two heavy equipment simulators from the same vendor, acquiring this unit ensures software compatibility, a familiar student interface, and streamlined technical support across all training platforms. The required Period of Performance is 60 days from the date of award.


This notice of intent is not a request for competitive quotes or proposals; however, responsible sources may submit a capability statement that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
