Notice of Intent to Sole Source

The U.S. Army Contracting Command, acting on behalf of Tobyhanna Army Depot, intends to award a sole-source firm-fixed price contract to NSI-MI TECHNOLOGIES INC. for the supply, integration, installation, and calibration of a vertical Cylindrical Near-Field (CNF) measurement system to support modernization of its C5ISR antenna testing and calibration capabilities. This action is authorized under FAR 6.302-1, which permits non-competitive procurement due to the existence of only one responsible source capable of meeting the specialized technical requirements. The contractor must deliver and integrate specific hardware including the MEC-AZ-20 Azimuth Rotary Positioner, two ELE-ARC Antenna Range Controllers, modular mobile RF absorber paneling, a workstation controller, cabling, and perpetual CNF software licenses, all of which must be fully compatible with existing near-field range infrastructure at Tobyhanna, Pennsylvania. All work, including on-site installation, calibration, operational testing, and over-the-shoulder training for depot personnel, must be performed at the Tobyhanna Army Depot, with delivery required within 90 days of order receipt. The contractor is responsible for removing all packaging and installation debris and ensuring full compliance with applicable safety and security standards including OSHA, NFPA 70E, USACE EM 385-1-1, and ISO 45001. All deliverables must be marked as Controlled Unclassified Information (CUI) in accordance with DoD Instruction 5200.48, and the contractor must adhere to stringent security protocols including the requirement for personnel to hold appropriate security clearances and comply with NISPOM, AR 380-5, and DD Form 254 requirements. Key personnel must complete and submit Security Training Certificates for AT Level 1, iWATCH, and OPSEC within 30 days of contract award, and strict key control procedures must be established to prevent unauthorized access to secure facilities. The contractor must also submit a Quality Control Plan within 10 days of award and provide comprehensive documentation including interface diagrams, user manuals, maintenance guides, an Installation and Calibration Report, and commercial warranty information.
