NOTICE OF INTENT TO AWARD SOLE-SOURCE CONTRACT


This notice is not a request for competitive quotations.


The NAVSUP Fleet Logistics Center San Diego (FLCSD) intends to solicit and award a firm-fixed-price (FFP) contract on a sole-source basis Jasco Applied Sciences, using commercial acquisition procedures applicable to this requirement. The statutory authority for this noncompetitive action is FAR 12.102(a), Only one source is available, pursuant to 41 U.S.C. 1901. NAVSUP FLCSD intends to use commercial acquisition procedures applicable to this requirement. The Government has determined that Jasco Applied Sciences is the only known responsible source capable of meeting the Government’s requirement within the required schedule and acceptable technical risk.


The Government’s requirement is for a small hydrophone array and associated data acquisition system, software, integration support, and related accessories for installation on a Teledyne Slocum G3 glider in support of the NPS Physics Department.


The required system must include, at a minimum:


  • A 4-element hydrophone array with expansion capability to 8 elements
  • A data acquisition system (DAQ) mounted and tested inside a pressure housing rated to 1000 meters or greater
  • Onboard real-time detection algorithms
  • Ability to communicate detections to an external computer
  • Native mounting capability for the Slocum G3 glider, including attachment of the DAQ canister to the nose of the glider and hydrophones to the wings and tail

The requirement includes, at a minimum, the following items:


  • OceanObserver SNOUT V3, customized
  • Hydrophones
  • Hydrophone cabling
  • Mounting hardware
  • Glider wings
  • SD card storage

This notice is issued solely for market research purposes to determine whether other responsible sources can satisfy the Government’s minimum requirements. Interested parties may submit a capability statement demonstrating their ability to meet the requirement. The Government will use the results of this assessment to determine whether qualified sources exist and whether to proceed with sole-source procurement or pursue a competitive acquisition.


Capability Statement Requirements


Interested parties shall submit a capability statement demonstrating their ability to satisfy the Government’s minimum requirements. At a minimum, the capability statement shall address the vendor’s technical capability, relevant experience, and ability to provide a system with the following characteristics:


  • Native compatibility with the Teledyne Slocum G3 glider
  • Greater than 1000m depth-rated housing
  • Pre-wired 4-element hydrophone array with expansion capability to 8 elements
  • 8 synchronous analog channels
  • Purpose-built cabling for glider integration
  • Prefabricated mounts for nose, wing, and tail integration
  • User-defined sample rate
  • Onboard detection algorithms supporting signals such as whales, unmanned underwater vehicles, and ships
  • Ability to communicate detections to an external computer

Capability statements shall not exceed 6 pages, using 10-point Times New Roman font.


This market research is conducted solely to determine whether sufficient technical capability exists in the marketplace. Responses must demonstrate capability; questions or requests for information alone are not sufficient. The Government reserves the discretion to respond to questions. Please submit questions no later than 3:00 PM PDT on 17 September 2026. The results of this assessment will assist the Government in determining whether qualified sources exist and in deciding whether to proceed with a sole-source procurement or pursue a competitive acquisition.
