SUBJECT: Notice of Intent to Formally Modify Single-Award IDIQ Contract W51AA1-25-D-0001 to Increase the Contract Ceiling.
1. INTRODUCTION
ACC-APG, Tobyhanna Division intends to execute a sole-source bilateral modification to increase the contract ceiling of the single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for flooring repair and replacement services.
This contract modification will be executed under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) as implemented by 10 U.S.C. 3204(a)(1).
2. DESCRIPTION OF THE REQUIREMENT
The contractor shall continue to provide rapid-response flooring repair, removal, prep-work, and installation services across TYAD. The current contract ceiling has been exhausted due to unforeseen increases in emergency facility maintenance requirements. The Government requires an increase to the cumulative contract ceiling by $500,000.00 to prevent a critical gap in flooring repair services and maintain safe, compliant working environments for Government personnel.
3. REASON FOR SOLE SOURCE
The Government intends to award this ceiling increase on a sole-source basis to the incumbent contractor, Cinteot, Inc. In accordance with FAR 6.302-1(a)(2)(ii), the incumbent is the only source capable of satisfying this requirement without the Government incurring a Substantial Duplication of Cost and Unacceptable Delays.
4. SUBMISSION INSTRUCTIONS FOR INTERESTED PARTIES
This notice is not a request for competitive proposals. However, interested parties who believe they can satisfy the requirement are invited to submit a capability statement.
Capability statements must be submitted via email to the Contracting Points of Contact (POC) listed below no later than the Response Deadline.
