AI Contract Overview
The Department of Defense, through the Tobyhanna Army Depot, plans to issue a sole-source bilateral modification to increase the ceiling of an existing single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract (W51AA1-25-D-0001) with the incumbent contractor, Cinteot, Inc. This contract covers rapid-response flooring repair, removal, preparation, and installation services across the Tobyhanna Army Depot (TYAD). Due to unexpected spikes in emergency facility maintenance needs, the current contract ceiling has been met, prompting the government to request an increase of $500,000. The intent is to maintain uninterrupted flooring repair services essential to uphold safe and compliant work environments for government personnel. The ceiling increase will be awarded under sole-source authority per FAR 6.302-1 and 10 U.S.C. 3204(a)(1), as only the incumbent contractor possesses the capability to meet urgent requirements without causing substantial duplication of cost or unacceptable delays. While this notice is not a formal request for competitive proposals, other parties believing they can fulfill the requirement are invited to submit capability statements by June 11, 2026. Submissions should demonstrate proof of facility access clearance or the ability to obtain it, technical capability, and readiness to mobilize rapidly without disrupting depot operations. The government retains full discretion on whether to compete the modification based on any responses received.

Full Description
SUBJECT: Notice of Intent to Formally Modify Single-Award IDIQ Contract W51AA1-25-D-0001 to Increase the Contract Ceiling.
1. INTRODUCTION
ACC-APG, Tobyhanna Division intends to execute a sole-source bilateral modification to increase the contract ceiling of the single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for flooring repair and replacement services.
This contract modification will be executed under the authority of FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements) as implemented by 10 U.S.C. 3204(a)(1).
2. DESCRIPTION OF THE REQUIREMENT
The contractor shall continue to provide rapid-response flooring repair, removal, prep-work, and installation services across TYAD. The current contract ceiling has been exhausted due to unforeseen increases in emergency facility maintenance requirements. The Government requires an increase to the cumulative contract ceiling by $500,000.00 to prevent a critical gap in flooring repair services and maintain safe, compliant working environments for Government personnel.
3. REASON FOR SOLE SOURCE
The Government intends to award this ceiling increase on a sole-source basis to the incumbent contractor, Cinteot, Inc. In accordance with FAR 6.302-1(a)(2)(ii), the incumbent is the only source capable of satisfying this requirement without the Government incurring a Substantial Duplication of Cost and Unacceptable Delays.
4. SUBMISSION INSTRUCTIONS FOR INTERESTED PARTIES
This notice is not a request for competitive proposals. However, interested parties who believe they can satisfy the requirement are invited to submit a capability statement.
Capability statements must be submitted via email to the Contracting Points of Contact (POC) listed below no later than the Response Deadline.
Submissions must include:
-
Company Name, CAGE Code, and UEI Number.
-
Proof of active facility access clearances/credentials at Tobyhanna Army Depot or the ability to obtain them.
-
Evidence of technical capability and immediate mobilization capacity to execute flooring repairs on a rapid-response basis without disrupting active operations.
A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
