NAVSUP Fleet Logistics Center Sigonella – Rota Detachment plans to award a sole source commercial contract to Instrumentacion Analitica under FAR 12.102 for the annual calibration and minor maintenance of eight specialized jet and diesel fuel testing instruments at Naval Station Rota in Spain. The equipment, manufactured by Prevision Analyzer Company, Seta Analytics, PCS, ILC, and Cannon Instrument Company, requires services only available from the OEM-registered provider, and Instrumentacion Analitica is the sole entity authorized to perform this work in Spain. The contract will be performed at Building 600, Rota, Cádiz, with a one-year base period and four optional one-year periods, potentially extending performance to five years. All service activities must align with OEM standards, and the contractor must provide traceable calibration certifications, documentation of maintenance, and technician qualification certificates. Access to the installation requires a minimum three-week advance notice for security clearance, and personnel must be formally trained and certified by the OEM. The North American Industry Classification System code is 811210 with a small business threshold of $34 million, though no set-aside is applied. This is a non-competitive procurement notice, not an invitation for bids, and no solicitation or RFQ will be issued. Responses in the form of a capability statement must be emailed to Melissa Ferri by May 13, 2026, and are only being accepted to inform the government’s decision on sole source justification. No standard FAR clauses are incorporated; compliance is driven by tailored performance requirements tied to OEM specifications, military fuel standards MIL-DTL-5624, MIL-DTL-83133, and MIL-DTL-16884, and operational constraints unique to the Naval Station Rota environment. The contract does not define pricing, estimated value, or formal evaluation factors, and no payment or invoicing details are specified, as these will be determined only upon award.
