The U.S. Embassy Cotonou, under the Department of State, intends to award a sole-source, firm-fixed-price contract valued at $420,000 to Service First GP (Pty) Ltd. for the removal of corroded condenser coils and installation of eight new TRANE condenser coils (Model #COL29351 and #COL29477) on the Chancery chillers at its facility in Cotonou, Benin. The work, to be completed within 12 to 20 weeks with a maximum allowable period of one year, is necessary to maintain critical cooling infrastructure in the high-humidity, salt-air coastal environment and ensure uninterrupted diplomatic and IT operations. This procurement is justified under FAR 6.302-1 as a sole source because Service First GP (Pty) Ltd. is the only responsible entity with factory authorization from TRANE, prior installation and maintenance history of the exact system since 2015, and the specialized capability to apply marine-grade protective coating essential for corrosion resistance. The contractor is also required to possess Defense Base Act insurance and meet U.S. government security protocols for work at a diplomatic mission. The contract, issued under NAICS code 334416 and classified as an 8(a) sole source, is not a request for proposal but a notice of intent to comply with regulatory disclosure requirements; however, other responsible sources may submit capability statements by June 1, 2026. All packaging must ensure safe transit with the marine coating intact, and final acceptance will occur on-site in Cotonou after installation, commissioning, and testing under the oversight of U.S. Embassy personnel and Overseas Buildings Operations (OBO) standards. No line-item pricing or detailed contracting clauses are provided, and payment administration details, including invoicing procedures and accounting codes, remain unspecified beyond the confirmed total contract value.
