The Defense Health Agency (DHA) intends to award a sole source contract under the authority of 41 U.S.C. 1901, to Instrumentation Laboratory SPA (Now Werfen), for Preventive and Corrective Maintenance on government owned Instrumentation laboratory equipment at U.S. Naval Hospital Naples, Italy. The contractor shall provide all preventive and corrective maintenance on Instrumentation laboratory equipment (listed below). The period of performance is 01 November 2026 through 31 October 2027 with 4 (four) 12-month option periods. The PSC is J065, Maintenance, Repair, and Rebuilding of Equipment: Medical, Dental, and Veterinary Equipment and Supplies, and the NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance.


The contractor shall provide a Full Risk Maintenance Plan (e.g. Preventive Maintenance, Corrective Maintenance, Loaner, Travel, Shipping, Labor and Parts).


- One annual preventive maintenance on each machine


- Unlimited number of corrective repairs during normal working hours (8:00 A.M. to 4:30 P.M. Monday through Friday) to be performed on site.


- Replacement parts, technical modifications, working hours and travel necessary to maintain the machines in proper operating condition to assure continued operation at their designated efficiency and capacity.


The contractor shall perform service repair and preventive maintenance of Instrumentation Laboratory SPA (Now Werfen) equipment to industry standards. All scheduled servicing shall be accomplished in accordance with the Manufacturer’s recommendations and local maintenance procedures.


Scheduled preventive maintenance includes inspecting, calibration, cleaning, oiling by suitable prescribed lubricants, checks and adjustments as necessary, and replacement of broken or worn parts.


A schedule shall be submitted by the Contractor to the Ordering Activity within 15 days after a trouble call is placed which details exactly when maintenance is scheduled on each machine.


On occasion, services may be required to support an activation or exercise of contingency plans outside the normal duty hours.


The Contractor shall be responsible for its service-related trip expenses including round trip travel, mileage, and overnight living expenses.


Only FULLY QUALIFIED FIELD ENGINEERS and TECHNICIANS, who have gone through Original Equipment Manufacturer (OEM) or comparable third-party service schools for the equipment listed below, shall be employed in the performance of any and all work performed under this contract. Upon request, the contractor shall provide training certificates (or notarized copies) to the Material Management Department BIOMED division for verification.


The contractor shall provide full-service maintenance on the equipment listed below:

This notice of intent is not a request for competitive proposals and no solicitation document exists for the


requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.


This requirement will be sole sourced to Werfen.  Competition is lacking due to Werfen’s specialized diagnostic software calibration keys and internal configuration modules required for the annual PM and emergency repairs are OEM-proprietary and are not commercially distributed.


Capability statements are due by 10:00 AM Local Time, 2 September 2026. Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: joshua.m.grim.civ@health.mil.
