AI Contract Overview

The Department of Homeland Security's United States Coast Guard (USCG) intends to award a sole-source contract to Lockheed Martin Corporation for a five-year period to supply fully operational Maritime Communication Controllers (MCC) designed to support the Maritime Security Cutter, Large (WMSL) vessels. Lockheed Martin, as the original equipment manufacturer, currently supplies the MCC systems installed on WMSL ships 10 and 11 and holds proprietary data rights necessary for manufacturing, maintenance, and engineering support of these systems. The contract includes ongoing maintenance, engineering, and training activities to ensure the MCC systems remain fully functional and meet the latest specifications. Due to the proprietary nature of the MCC systems and Lockheed Martin’s exclusive rights, the government considers this a sole-source procurement, although interested parties may submit capability statements and rationale demonstrating their ability to support these systems by May 20, 2025. This notice emphasizes that no solicitation will be issued and that responses are solely for the purpose of determining whether competition is feasible. The government will evaluate submissions based on the ability to perform services on Lockheed Martin’s proprietary systems, past performance, and the potential advantages of competition. All responses must be submitted in writing via email to the designated contacts, and oral communications will not be accepted. The contract is managed by the C5I Division 3 Portsmouth office under the Department of Homeland Security, with the procurement focusing on maintaining the MCC systems critical to maritime communications on WMSL vessels.
