AI Contract Overview

NASA Glenn Research Center (GRC) is planning to acquire two dual band (X/Ka-band) antennas to support the Lunar Exploration Ground Sites (LEGS), which are part of the Space Communication and Navigation’s Near Space Network. The project involves the fabrication, site construction, and commissioning of antennas at LEGS 2 and 3, with the initial design already completed by Communications and Power Industries (CPI) under a prior contract. Since the antennas must be identical across all LEGS installations to ensure seamless communication during lunar missions and compatibility with existing signal processing systems, NASA intends to award a sole source contract to CPI, which has the proven design and expertise to guarantee performance and facilitate site setup. Conducting a full and open competition would lead to unnecessary costs and delays due to duplication of design efforts and the specialized nature of the installation and commissioning process. Interested organizations are invited to submit their capabilities and qualifications electronically by March 27, 2025, for consideration of whether a competitive procurement is feasible. The decision to proceed with a sole source award rests solely with NASA, which emphasizes that the procurement will not involve commercial products or services under FAR Part 12. The contract aims to ensure the antennas’ uniformity and reliable operation across the lunar ground sites, critical for supporting lunar exploration missions. The process is overseen by the NASA Glenn Research Center in Cleveland, Ohio, with contact points provided for further inquiries and submissions.

Full Description

NASA Glenn Research Center (GRC) has a requirement for two dual band (X/Ka-band) antennas in support of NASA's Lunar Exploration Ground Sites (LEGS). There are currently three LEGS installations planned across the globe to support the Space Communication and Navigation's (SCaN) Near Space Network (NSN). The contract will encompass the antenna fabrication, site construction and commissioning at LEGS 2 and 3. NASA GRC intends to issue a sole source contract to acquire the items from Communications and Power Industries (CPI), LLC. Under an existing contract, CPI has completed the design of the LEGS dual band antenna system and will fabricate/commission the antenna system for LEGS 1 as well as fabricate the antenna system for LEGS 2. The antenna system is required to be identical between all LEGS installations to support communication system hand offs during critical Lunar spacecraft mission phases and to maintain compatibility with a common signal processing backend. CPI has already completed the antenna system design under a prior contract, therefore full and open competition would result in a substantial duplication of cost to NASA along with unacceptable delays to implement another design and engineering review. Furthermore, the site construction and commissioning of the CPI designed antenna system can only be reasonably performed by CPI so that they are able to guarantee its performance. The Government does not intend to acquire a commercial product or commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to tyler.r.braden@nasa.gov not later than 5:00pm ET on March 27, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf

Flight Model Solar Array Wings
Solicitation # 80NSSC27946791Q
NASA/NSSC is seeking capability statements for the procurement of flight-qualified solar array wings for the TERP RAPTOR 12U CubeSat mission to asteroid Apophis. The requirement includes the acquisition and delivery of one flight model consisting of two solar array wings, each featuring 20 solar cells, hinges, spacers, and a thermal knife deployment system. The scope of work encompasses a comprehensive test campaign involving vibrations, TVAC, and bake-out tests, as well as the delivery of interface documentation, software, and calibration data. The contractor must also provide technical support during solar panel acceptance, spacecraft integration, and initial functional verification at the NASA Goddard Space Flight Center in Greenbelt, Maryland. This procurement is being conducted under FAR Part 12 for commercial items, with a planned period of performance for unit testing and integration from July 1, 2027, through October 31, 2027. While NASA/NSSC intends to issue a sole source contract to DHV Technology under FAR 12.102(a), they are currently requesting capability statements to determine if the procurement should be conducted on a competitive basis. Interested parties must submit their qualifications in writing to the designated point of contact by October 28, 2026. Please note that quotes will not be evaluated at this stage, and all correspondence must reference the notice ID 80NSSC27946791Q.
