Notice of Intent to Sole Source

Synopsis: Notice of Intent to Award a Sole-Source Contract Announcement Number: NM-AN2120-21-01518 Project Title: Purchase of two (2) new gyrocompass surveyor models NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Teledyne Reson B.V., of Rotterdam, The Netherlands, for the purchase of two (2) new gyrocompass surveyor models for the NOAA fleet of vessels. These gyrocompasses will be used to continue full redundancy to critical navigational systems or in the event of a dual failure of gyros, a full restorations of navigation to a vessel. Sole Source Justification The sole source determination is based on the requirement for the use of equipment from the original manufacturer. Teledyne-TSS hold proprietary rights to the design and configuration of the needed gyros. Teledyne-TSS is the only source capable of completing the requested actions listed in the Statement of Need. Their Teledyne-TSS Meridian Surveyor can be configured to function to the proprietary, design, components, drawings, and calibration facility necessary for the gyros. Special Notice This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses can be sent via e-mail to contact@example.gov. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a Capability Statement in accordance with the solicitation, which shall be considered by the agency if received on or before 1200 PM PST on July 29, 2021. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
