THIS IS A NOTICE OF INTENT.


This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action.


The North American Identification Classification System (NAICS) code is 516110 - Radio Broadcasting Stations


 The SBA size standard is_$47 Million Average Annual Receipts.


The U.S Agency of Global Media (USAGM) intends to award a contract, on a sole source basis under the authority of FAR 6.302-1, to Global Emergency Media Ltd (GEMA) a  radio broadcasting firm with its registered office at 20–22 Wenlock Road, London, England, N1 7GU .


The statutory authority permitting other than full and open competition is 41 U.S.C.3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, which reads in part, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”


 USAGM requires Medium Wave broadcasting services on the specific frequency of 864 kHz for Radio Farda, a service of Radio Free Europe/Radio Liberty (RFE/RL), to provide programming to audiences in Iran. The Office of Technology, Services, and Innovation (TSI) requires uninterrupted continuation of these mission-critical broadcasting services.


USAGM has determined that Global Emergency Media Ltd. (GEMA) is the only known source capable of meeting the Government's requirements without interruption to ongoing Radio Farda broadcasts and associated support services.


The required transmission facilities provide effective Medium Wave coverage into Iran from a geographically advantageous location. Use of the existing broadcasting infrastructure is essential to maintaining uninterrupted delivery of programming to the target audience.


The Period of Performance will be date of award plus four months.


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.


A determination by the Government not to compete this procurement based on responses to this notice is solely at the discretion of the Government. 


Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. Responses to this notice shall be received no later than September 23, 2026 at 8AM EST. All responses must be in writing only via email to the point of contacts specified in this notice.


Telephone requests or inquires will not be accepted. Any cost associated with the preparation and submission of data or information in response to this notice is the sole responsibility of the respondent and will not be reimbursed by the Government
