Notice of Intent to Sole Source - Mobile Crash Barrier

The U.S. Air Force, through the 341st Contracting Squadron at Malmstrom Air Force Base, intends to sole-source a contract to Delta Scientific Corporation for the procurement of one MP 5000 mobile crash barrier to support base security operations. This action is justified by the installation’s existing reliance on Delta Scientific’s proprietary MP 5000 systems, which are fully integrated into current gate infrastructure, with trained personnel, interchangeable parts, and an established maintenance and supply chain unique to the manufacturer. No competitive solicitation will be issued; however, any responsible source may submit a capability statement, proposal, or quotation demonstrating why competition would benefit the government, with all responses due no later than June 15, 2026, at 3:30 PM MDT via email to the designated contracting specialist. The system must meet a minimum K4/L1 crash certification under ASTM F2656-07 M40 standards, provide 16-foot lane coverage, operate on battery power with shore power compatibility and an integrated recharging system, and be controllable by a single operator from up to 25 feet away at a rate of 30 cycles per hour. Delivery of the complete unit—including trailer assembly, hydraulic pump, control station, spare tire, utility box, VIN, and comprehensive training manuals—is required at Malmstrom AFB, Montana. The contractor must be a U.S.-owned entity with all personnel being U.S. citizens, and compliance with Air Force installation access protocols under AFFARS 5352.242-9000 is mandatory, including submission of a Contractor’s Entry Authorization List prior to performance. Contractor personnel must adhere to safety standards per OSHA, maintain a neat appearance and government-issued ID on-site, and promptly report any accidents or damage to government property, with formal incident reports submitted within five calendar days. The contractor is prohibited from employing any Department of the Air Force personnel without prior approval under DoD 5500-7-R and must avoid any conflict of interest involving current U.S. government employees. All infrastructure must conform to the latest National Electric Code, and contractor vehicles must comply with both Montana state and Malmstrom AFB traffic regulations.
