THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – San Diego (HCD-SD), intends to negotiate and award a firm fixed price contract for Motorola Radio Equipment Preventative Maintenance, Repair and Installation Services in accordance with Federal Acquisition Regulation Overhaul (RFO) 12.102(a), for purchases valued at or below the simplified acquisition threshold, only one source reasonably available to:

The objective of this sole source award is to procure preventative maintenance services for Motorola radio equipment at US Naval Hospital Okinawa (USNHO) and its Branch Medical Clinics (BMC) and Branch Dental Clinics (BDC) to support the operations of USNHO and its BMC.



Motorola Solutions is the Original Equipment Manufacturer (OEM) and is the sole service provider for the Motorola radio systems. Utilizing unauthorized, non-certified third-party vendors to repair this mission-critical medical equipment poses an unacceptable risk to equipment integrity and patient safety.



The proposed contractor possesses unique and exclusive qualifications that no other vendor can provide:



• Proprietary Knowledge: Motorola Solutions does not certify the capabilities of third-party service providers. Motorola Solutions does not provide third-party access to Motorola Solutions engineering services, technical support and factory depot repair services.



• OEM Certified Technicians: Maintenance and repairs on these systems must be performed exclusively by OEM-trained and certified Field Systems Technologists (FSTs). FSTs possess specialized, in-house technical training and direct access to factory engineering teams. Utilizing unauthorized third-party vendors would void the equipment warranties, violate OEM safety specifications, and introduce unacceptable risks to system performance.

Based on market research, Motorola Solutions is the only source that can meet the Government’s minimum requirements for the maintenance, installation, and on-call and emergency repair of Motorola Land Mobile Radios (LMR), Vehicle Mobile Radios and Desktop Base Stations.



This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and convincing evidence that clearly demonstrates the capability to provide the required services to USNHO. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
