THIS SYNOPSIS IS FOR INFORMATION PURPOSES ONLY. Program Manager Ground Based Air Defense (PM GBAD) within Program Executive Officer, Land Systems Marine Corps intends to negotiate and award on a sole-source basis to Sierra Nevada Corporation (SNC), of 444 Salomon Cir. Sparks, NV 89434-9651 for the procurement of the Multi-Function Electronic Warfare (MFEW) Systems, spares, maintenance and repair, EIT Support and program management in support of the PM GBAD Marine Air Defense Integrated System (MADIS) program. This effort is expected to be awarded in late November 2027 with a period of performance of one year with four option years.  


SNC is the original designer, developer, and producer of the MFEW systems. SNC is the only firm that possesses the technical data, software, intellectual property rights, experience and active production facility necessary to fulfill the Government’s requirements. The Government does not possess a complete technical data package (TDP) or the source code for these systems and cannot build or repair MFEW systems. The Government is not aware of any third-party vendors licensed to use SNC’s technical data or source code to produce or service the MFEW systems.


THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. §3204(a)(1), as implemented by FAR 6.103-1(c)(2), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.  


Unless stated herein, no additional information is available. Responsible interested parties may identify their interest and capability to respond to this requirement within seven days after the date of publication of this synopsis. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Contractors are advised that the Government will not provide compensation for any information or administrative costs incurred in response to this notice of intent. All submissions shall become Government property and will not be returned. The North American Industry Classification System code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Product Service Code is 5865, Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment.
