Notice of Intent to Award Sole Source NAVOCEANO intends to NON-COMPETITIVELY award a firm fixed price contract for below referenced supply requirement per FAR 13.501(a). No additional solicitation will be issued. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency within 5 calendar days after the date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Requirement: The Naval Oceanographic Office (NAVOCEANO) has a requirement to renew software maintenance support for the Government-owned software located at the NAVOCEANO, Stennis Space Center, MS. These software resources are required to provide the capability to build visual data analysis applications to detect and display patterns, trends, anomalies and other vital information. Intended Source: Rogue Wave Software, Inc. Rationale for non-competitive award: Rogue Wave (PV-WAVE) software products provide the unique capability to build visual data analysis applications to detect and display patterns, trends, anomalies and other vital information critical to NAVOCEANOs mission. This support is required to maintain the existing PV- WAVE software products. Rogue Wave holds proprietary rights to all aspects of their products, including source code, therefore any files created by the engineers using this software falls under the "proprietary" data limits. To replace this software with another brand would require re-configuration of resources and processes, including installation and integration of the replacement software to ensure full compatibility with the current environment. This transition would not be cost advantageous to the government. In addition, due to system downtime that would be required during transition to replace software, production and mission support would be adversely impacted. There are no U.S. distributors/resellers or existing contracts that can satisfy the requirement.
